How does the Newfoundland and Labrador Provincial Nominee Program (NLPNP) Work

If you receive a nomination from the province of Newfoundland and Labrador, then you may apply for permanent residency in Canada. You must show an intent to reside in Newfoundland and Labrador. There are three different pathways that you can apply for under the Newfoundland and Labrador Provincial Nominee Program (NLPNP). Below, I will list and describe the different streams in detail.

Express Entry Skilled Worker

This pathway was developed for skilled foreign workers who have been accepted into Immigration, Refugees and Citizenship Canada (IRCC)’s Express Entry pool. In addition to being in the Express Entry system, the skilled foreign worker must also have a valid job offer from a Canadian employer within Newfoundland and Labrador. There are other eligibility requirements that must be met in order to apply under this stream, such as:

• Applicant must be accepted into the Express Entry pool;
• Applicant must score at least 67 points out of 100 on the PNP point assessment grid;
• Applicant must have a valid full-time job offer from a Newfoundland and Labrador employer; the employer must meet Provincial government employment standards and prevailing wage rates;
• Applicant must either have a work permit or be eligible to apply for one;
• Applicant must have completed a post-secondary degree or diploma in Canada or if you have a foreign degree or diploma, you must have an Educational Credential Assessment verifying the foreign education;
• Applicant must intend on residing in Canada and have the ability of settling permanently in Newfoundland and Labrador;
• Applicant must show proof they have sufficient funds to settle in Newfoundland and Labrador;
• Applicant must be able to provide language test results.

Skilled Worker

This pathway was developed for skilled foreign nationals who have a guaranteed valid job offer from a Newfoundland and Labrador employer. Alternatively, this can also apply to skilled foreign nationals who are already working in the province of Newfoundland and Labrador on a valid work permit. Much like the Express Entry Skilled Worker, there are other eligibility requirements that must be abided by in order to apply under this stream, including:

• Applicant must have a full-time job in Newfoundland and Labrador or a valid job offer from an employer in Newfoundland and Labrador; the employer must meet Provincial government employment standards and prevailing wage rates;
• Applicant must have a valid work permit administered by Immigration, Refugees and Citizenship Canada (IRCC) or is eligible to apply for one;
• Applicant must have the appropriate qualifications required for the job;
• Applicant must intend on residing in Canada and have the ability of settling permanently in Newfoundland and Labrador;
• Applicant must show proof they have sufficient funds to settle in Newfoundland and Labrador;
• The applicant’s employer must demonstrate a need for the applicant’s skill set;
• Applicant must show adequate language ability to perform the job duties.

International Graduate

This pathway was developed for recent graduates who currently have a Post-Graduate work permit and have a job in Newfoundland and Labrador. Alternatively, if they have a post-graduate work permit they can also have a valid job offer and apply under this stream. In order to apply under this stream, there are specific eligibility requirements that must be met. The eligibility requirements are:

• Applicant must have completed a minimum of half of their studies in Canada and have graduated from a recognized Canadian college or university;
• Applicants must have completed full-time studies for a minimum of a two-year diploma or degree program;
• Applicants must have a valid full-time job offer from a Newfoundland and Labrador employer;
• Applicant must have legal status to work in Canada i.e. a valid work permit;
• Applicant must have the qualifications required for the job;
• Applicant must intend on residing in Canada and have the ability of settling permanently in Newfoundland and Labrador;
• Applicant must have a full-time job in Newfoundland and Labrador or a valid job offer from an employer in Newfoundland and Labrador; the employer must meet Provincial government employment standards and prevailing wage rates;
• Applicant must already have a job or a job offer that has opportunity for future advancement;
• Applicant must show proof they have sufficient funds to settle in Newfoundland and Labrador;
• Applicant must show adequate language ability to perform the job duties.
