Federal Skilled Worker Requirements:

Foreign nationals who apply for permanent residence as skilled workers are expected to meet a number of eligibility criteria including the education, skills, work experience, language ability and other qualifications needed to contribute to the Canadian labour market.

A person applying as a skilled worker is called the principal applicant and in addition to meeting the eligibility criteria must not be inadmissible. The principal applicant may include family members in the application for permanent residence as long as the visa officer is satisfied that the family members are in fact family members and they are not inadmissible in Canada.

Skilled workers are a class of persons selected on the basis of their ability to become economically established in Canada and who intend to reside in a province other than Quebec.

The principal applicant must possess a minimum of one year of continuous full time paid work experience within the past ten years in a management occupation or in an occupation normally requiring university, college, or technical training as set out under skill type 0 or skill type A or B of the National Occupational Classification (NOC). The applicant’s occupation must not be a restricted occupation.

After the applicant meets the basic requirements, the application will then be further assessed by a visa officer to ensure that he/she meets additional selection criteria. The application would be assessed to see that the applicant has sufficient points to meet or exceed the pass mark under the point system and that he/she is self supporting upon arrival.

Occupations at skill type 0 require a relevant university degree, professional designation, college diploma or other management training and proven management experience.

The four skill levels refer to the type of education or training needed to perform the work

  • Skill level A: University

  • Skill level B: College/technical school or apprenticeship training

  • Skill level C: high school/on the job training

  • Skill level D: short demonstration training

Each skill level consists of a list of specific occupations. Under the skilled worker class, applicants for permanent residence must have at least one year of continuous full time, paid work experience within the past ten years that is either in the category of Skill 0 or skill level A or B.

If someone has work experience in the skill level A category, this means that he/she has experience in a professional occupation requiring a relevant university degree, professional designation, or two year college diploma and several years of directly related work experience.

If in skill level B this means that the individual has experience has a technician or technologist, occupations at skill level B typically require two to five years of apprenticeship training and apprenticeship or trades certification and several years of directly related work experience.
