The Provincial Nominee Program seeks to attract a variety of immigrants from all walks of life to obtain permanent residence in specific provinces. The provincial nominee program aims at those who have the skills, education and work experience needed to contribute to the province or territory that nominates them for permanent residence.

Before you can apply for permanent residence in Canada, through an eligible province, you must meet the conditions of one of a province’s programs. If you are then successfully nominated by a province for permanent residence, you will then make an application to Citizenship and Immigration Canada directly to obtain this status.

Alberta

The Alberta Immigrant Nominee Program (AINP) is designed to target immigrants who are ready to support Alberta’s economic growth. There are many streams to this program:

British Columbia

Can An Applicant Apply Directly To A Province Through The Provincial Nominee Program?

Yes, it is possible to apply directly to a province through the Provincial Nominee Program. You are first required to apply to the specific province or territory you wish to live within. When the government of that province or territory nominates you, then you can apply for permanent residence through Citizen and Immigration Canada.

In Canada, thought there are ten provinces, and three territories, not all take part in the Provincial Nomination Program. The provinces that do are: British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador. The only territory to take part in the program is Yukon. Each province and territory has its own individual guidelines as to what they require for entry.

Ontario, for example, calls its program Opportunities Ontario. The program is still being brought together to adjust with the Express Entry program. This program brings in foreign workers to the Ontario job market; therefore, it is very employer-driven, like other provinces. So, if you seek nomination from Ontario, the perspective employer must apply for pre-screening of the position and have their investors’ investments endorsed. At this point, companies put in an application for the Labour Market Impact Assessment, but Ontario nominees are exempt from this process.

Once the position has been approved, your employer sends you the approval letter along with a joint verification form and the pre-screening form. Only after these steps do you then complete the nominee form. All the forms that are required are downloadable from the provincial governments website. The goal for 2015 is to bring in from both Ontario Opportunities, and the Express Entry pool a total amount of 5,200 foreign workers. What is the Comprehensive Ranking System (CRS) and how does it work?

The Comprehensive Ranking System is a fresh modern system which is created to score Express Entry applicants and it is also helpful to choose best candidate from pool and those candidates will be more economically successful as a newcomer to Canada.

The CRS will score candidates on the base of following factors:

  • Skills
  • Work experience
  • Language ability
  • Education
  • Any other factor that shows that candidate will be successful when he moves to Canada

All the above factors are given by candidate in his/her profile. Once candidate provide his/her information for Express Entry profile then he or she will obtain score and rank in the Express Entry pool. The rank of candidate will change frequently but score of candidate will only change at that time when candidate update his/her Express Entry profile.

The candidates who have highest score will only receive Invitation to Apply (ITA). The candidates will also receive additional points (except above listed factors) for any of those:

  • Job offer
  • A provincial/territorial nomination
  • Skills and experience factors that proves candidate success in Canada

Invitation to Apply

How does a candidate get an Invitation to Apply (ITA) for permanent residence?

The candidates who will obtain Invitation to Apply in the Express Entry pool, they must have to have one of the following:

  • Candidate has a job offer from Canadian employer and that job offer is supported by Labour Market Impact Assessment (LIMA), or
  • Candidate has a nomination from any province or territory and that nomination is subject to immigration nominee program, or
  • Candidate has enough high rank in the pool which qualify candidate for one of the three federal programs under Express Entry.

Do I need a job offer to get an Invitation to Apply (ITA)?

No, you do not have to have job offer for Invitation to Apply. However, if candidate do have a job offer from the Canadian employer then it is an asset for candidate. The candidate can get Invitation to Apply for provincial or territorial nomination. The candidate can also obtain Invitation to Apply if candidate have enough high score on the Comprehensive Ranking System (CRS). If provinces or territories need candidates to fulfil labour market needs, they can also choose candidates from Express Entry pool.

How long is an Invitation to Apply (ITA) valid for?

Candidates have 60 days or two months to submit their online application once they have received Invitation to Apply (ITA). There is no Extension for this.

Processing Times

How will Express Entry result in faster processing times?

In Express Entry system, the CIC only accept applications of those candidates who received Invitation to Apply (ITA). This strategy is use to not accumulates so many application. According to Express Entry only those candidates will be choosing who seems to be more successful in Canada, not those who apply first for immigration.

Citizenship and Immigration Canada (CIC) make sure to process most of complete applications within six months or sometimes less than six month from the day of application. Those applications have to be complete, accurate, and submitting with all supporting documents.

When does the six months processing timeline begin and end?

As you know now the application processing time period for Express Entry is six months. This six months start from the day applicant submits his/her complete application online with CIC and will end when final decision is made.

The CIC is not responsible for that extra time which is not control by CIC. For instance, if Canadian employer need a LIMA and he or she needs extra time to obtain LIMA or candidate needs to obtain provincial or territorial nomination. CIC does not include that time in six months. Sometime applicant needs medical assessment, so it might take extra time and application processing can be more than six months.

Provincial Nominee Language Requirements

The Provincial Nominee Program in Nova Scotia is offering a revolutionary new program called the Regional Labour Market Demand Stream. With this revolutionary and unique program you are not required to have:

  • Prior work experience in the province; nor
  • A Job offer from an employer in Canada

This means that all you have to do is meet the basic requirements of the program and you qualify without any further experience in province or job offer. To qualify the first thing you need to do is ensure that your intended occupation falls on the list of currently in demand occupations in Nova Scotia.

Apart from this, other factors this Provincial Nominee Program will assess are:

  • Age;
  • Education level;
  • Finances;
  • Work Experience;
  • Language Proficiency.

Language Proficiency

Part of applying through this Nova Scotia Provincial Nominee program involves submitting language proficiency, if your first language is not English or French, you will need to submit written proof of your ability to speak in either of these languages.

You can provide this proof in the form of:

  • Educational transcripts or other documentation indicating English or French as the principal language
  • Employment history and reference indicating that English or French is your primary language of communication
  • You may also be required to complete a language test should it be requested of you. You can also submit one if you cannot provide one of the documents above.
  • You will need to obtain these results through a designated third party provider such as:

  • CELPIP: Canadian English Language Proficiency Index Program (General test only)
  • IELTS: International English Language Testing System (General Training test only)

French

  • TEF: Test d’évaluation de français (both modules must be submitted in order to demonstrate results for all four language abilities)

In order to be successful in meeting the language requirements for this Provincial Nomination, you will need to demonstrate that you have a minimum Canadian Language Benchmark (CLB) of five (5). A CLB 5 is different for each third party provider as shown below.

The Provincial Nominee Program (PNP) was created by most provincial governments alongside with Citizenship and Immigration Canada, to help provinces select individuals who want to settle in a specific province; The programs main aim is to help each province boost their economy, these are the provinces that are currently part of the PNP program:

  • Alberta
  • British Columbia
  • Manitoba
  • New Brunswick
  • Newfoundland and Labrador
  • Northwest Territories
  • Nova Scotia
  • Ontario
  • Prince Edward Island
  • Saskatchewan
  • Yukon

*Quebec (This province has its own system for selecting processes and its not a part of the PNP program)

The Provincial Nominee Program is another way to obtain permanent residence in Canada. Keep in mind that being nominated does not guarantee you acceptance, all nominees need to qualify under the requirements of the program in order to be accepted.

First you submit your application to the province of your choice , once you are nominated, the province will issue you a Nominee Certificate, this will tell you whether your qualify or not.

If you qualify they will let you know if you need to apply under the Express Entry or the regular application process. Once you received this you must apply (either of the two ways) to CIC Citizenship and Immigration Canada for a permanent residence, they will make the final decision with the recommendation of each province and following Canadian Rules.

*Keep in mind that the Express Entry is on an invitation only basis. You will be asked to fill the application online – including your language test scores, education credentials and work experience –once the results are calculated you will be put into a pool based on your scores. CIC will take the top candidates from this pool and send them an Invitation to Apply (ITA). Only those with the invitation will be allowed to apply. This is a faster more efficient method of processing applications.

Under the PNP programs the basic requirements are:

  • Job Offer (you must have a valid job offer from a authorized employer)
  • Education (you must have proof of the education they have obtained)
  • Work experience (you must provide documentation)
  • Proficiency in English or French (you must take a test to proof proficiency)
  • Close relationships in the province (Family or friends)
  • Ability to adapt in the province
  • Medical exam and Police check
